The Cook Islands Government has embarked on a journey to strengthen the management of public sector financial, budgetary, and accounting operations through The FMIS Project - an initiative driven by the Ministry of Finance and Economic Management to roll out a financial management information system (called Unit4 BusinessWorld) across all government agencies, effectively bringing multiple disparate accounting systems and processes on to one CIG standardised platform.

The Cook Islands Government has embarked on a journey to strengthen the management of public sector financial, budgetary, and accounting operations through the implementation of a single Financial Management Information System (FMIS).

The FMIS Project is an initiative driven by the Ministry of Finance and Economic Management. The PMU are currently rolling out an FMIS solution called Unit4 BusinessWorld across all government agencies, effectively bringing disparate accounting systems on to one FMIS platform. This significant transformation in the management of our public finances will address many existing challenges in regards to accessing timely, accurate and up to date information for government as a whole. A crucial requirement in the current uncertain economic environment. Streamlining financial processes across all government agencies will not only improve operational efficiency but will also empower our public sector managers with the tools and information required for better decision-making.

Overcoming challenges whilst rolling out the CIG FMIS in the midst of Covid

Almost half of all government agencies are currently operating in Unit4. The project management unit (PMU) continue to roll out the new FMIS to the remaining agencies, however the first quarter of 2022 presented several challenges, as the country adapted to Covid-19 in the community and likewise so did the FMIS deployment approach and schedule. Public service agencies were no longer available to deploy to Unit4 as key staff members were seconded to high priority projects supporting our Cook Islands people through the pandemic.

FMIS Unit4 - 60% of CIG agencies ONLINE

The project made significant deployment progress in the last quarter of the 2022 financial year with approximately sixty percent of government agencies now operating in Unit4.  Large deployments included the Ministry of Foreign Affairs and Immigration that also has three offshore agencies, a first for the project!  In this edition we speak to two recently deployed agencies and chat with the team from Agilyx New Zealand, our Unit4 Business World implementation partner, who recently visited the Cook Islands.
